Your point is thoughtful and well presented however, political affiliations are not an infallible bellwether on the proclivity of how a congress person may vote. An example; the Personal Responsibility and Work Act of 1996 (H.R. 3734) concerning the payment of public assistance, a traditional purview of democrat support. Democrats voting to end welfare as an entitlement: Browder, Cramer, Condit, Deutsch, Bishop, Deal, Lipinski, Roemer, Kohl, Feingold, Byrd, Rockefeller, Dorgan, Reid, Baucus, Levin, Kerry, and several more democrat senators and representatives. Act signed by a democrat president and made law.
Further, as discussed previously, the integrity of a congress person may best be established by making a determination as to whether he/she would endeavor an unscrupulous approach in acquiring personal wealth rather than making conclusions based on political affiliations. Examples being those democrats which were indicted for financial gain: Rostenkowski, Brewster, Perkins,Traficant, Mezvinsky, Oaker, Ballance, Jefferson, Biaggi,Jenrette, and others.
